OHA Draft Audit: Millions given to those who “know how and who to ask.”

Searing Audit Says OHA Misspent Millions Of Dollars

The results of the initial analysis portray an agency where a handful of officials have power to disburse large sums of money with few checks and balances. Some even told auditors that it’s hard to say no to funding requests that they know don’t meet requirements.
The audit lambasted both Chief Executive Officer Kamana’opono Crabbe and members of the Board of Trustees for misusing funds. The auditors said Crabbe repeatedly approved thousands of dollars in expenditures against OHA staff recommendations….
Board members used thousands of dollars of their allowances for a long list of questionable expenses, including the following:
  • funding for a recipient to compete in the Miss Rodeo America pageant in Las Vegas;
  • helping to pay for the medical expenses of a trustee’s son; and
  • paying for legal fees associated with a lawsuit between OHA trustees.  
The draft audit found that the pool of discretionary spending was nearly twice as big as formal grants between 2015 and 2016. The non-competitive awards aren’t publicized and have to be initiated by someone within OHA.
That means millions of dollars are being spent loosely and given to those who “know how and who to ask.”…
OHA has used money from the Native Hawaiian Trust Fund to pay for “retirement benefits for a former trustee, political events, an international conservation convention, as well as a beneficiary’s rent, other beneficiaries’ funeral-related clothing expenses, and a trustee’s personal legal expenses.”….  
OHA has spent down its fiscal reserve quickly, disbursing hundreds of thousands of dollars on grants, even though the fund isn’t supposed to be used for grants. In one case, $56,300 went to a former OHA trustee to cover their retirement benefits….
The fiscal reserve spending included nearly $600,000 to an elderly care facility called Lunalilo Home and Trust….
The trustee added that they are aware ‘there’s that pot of money or bucket of money sitting here,’ indicating that it was tempting to use when trustees receive numerous funding requests from beneficiaries.”…
The audit found OHA’s chief executive officer also repeatedly overruled staff recommendations to give money to organizations that didn’t meet guidelines. Poor management also allows some organizations to get money twice….
Among the expenditures: helping someone fly to the Cook Islands for a cultural exchange program; a flight upgrade on United Airlines; access to Hawaiian Airlines Premium Club; and tickets to the Polynesian Football Hall of Fame Dinner….
“When we asked trustees if they verified requestors’ Hawaiian ancestry, one trustee replied that he may ask the question on occasion, but if the requestor’s name is Hawaiian, he doesn’t make an inquiry. Another trustee told us that trustees are not qualified to make that determination, while another did not ask. The remaining six trustees told us that they just know who is Hawaiian.”….

News Release from OHA January 31, 2018
OHA appreciates that the role of the Auditor is to provide an independent and objective analysis of OHA to assist us in better fulfilling our mandate of improving the conditions of Native Hawaiians. We also understand that the daunting challenges our beneficiaries face – as well as our sweeping mandate – require our commitment to continuous improvement and progress.
We acknowledge that the findings and recommendations of the draft audit highlight areas that need to be addressed, and we look forward to reviewing the draft report in further detail to see how we can best move forward.  In some instances, the draft audit identifies areas for which we have already begun to address.  For example, on August 1, 2017, the OHA Board established an Ad Hoc Committee to review and recommend changes to policies relating to our grants and sponsorships, which includes trustee allowances. Furthermore, as part of the agency’s ongoing Fiscal Sustainability Planning, the OHA Board established an Implementation Advisory Committee that includes a number of working groups that are focusing on policy recommendations for several issues identified in the draft audit, including our Fiscal Reserve and other spending policies.
OHA is extremely disappointed with the unauthorized release of the draft audit before we could fully review the report and provide a formal agency response to the Auditor, and before the Auditor has had the opportunity to review our response and issue its final audit.
Again, OHA is committed to making the necessary improvements to better serve our beneficiaries.

OHA Trustees Order LLC Managers to Provide Check Registers for Independent Audit

News Release from OHA Trustee Keli’i Akina, PhD January 31, 2018
HONOLULU, HI- The Office of Hawaiian Affairs Committee on Resource Management today unanimously moved to order its LLC managers to provide check registers related to OHA’s LLCs, clearing a significant hurdle for the independent audit approved by the Board of Trustees in 2017.
The Trustees’ action today coincided with an alleged leak of the state’s own audit of OHA to news media.
“While I am not at liberty to comment on the specific contents of the state audit before it is officially released, it indicates the need for OHA to get its financial house in order. OHA’s independent audit is an important step in that direction,” Trustee Akina said.  “While the state audit may indicate problems within OHA, the independent audit will take a deeper look at why these problems exist in both OHA and its LLCs.”
Trustee Akina, as chair of the Audit Advisory Committee, crafted the scope of work for the independent audit in an effort to identify instances of fraud, waste and abuse within OHA and its LLCs.
“Both the state audit, and OHA’s independent audit constitute a real win for the beneficiaries of OHA and all citizens of Hawai‘i who demand transparency and accountability in public institutions,” Trustee Akina said.

The 1/3 Part of the Kingdom of Hawaii is the House of Representatives which is a voted in body made up of subjects of the Kingdom of Hawaii.

It is this part of the Hawaiian Government which planned the usurpation of Queen Liliuokalani in 1893.

This is why they were neither de jure nor de facto and documented so by Queen Liliuokalani as an entity.

For by themselves, they were not a government, just a 1/3 part who planned, premeditated, conspired, committed treason with the assistance of the United States, et. als. who were bankrupt during the period.

Abigaila/Kapooloku/Kapoolohu/ Kapoholoku/ Poomaikelani/ Princess Poomaikelani  was a hanai of Kakainalii (female) who married Kalaniulumoku, Abner Paki, and Kealoha.

Abigaila/Kapooloku/Kapoolohu/ Kapoholoku/ Poomaikelani/ Princess Poomaikelani  was a hanai of Kaunuohua (female).

Abigaila/Kapooloku/Kapoolohu/ Kapoholoku/ Poomaikelani/ Princess Poomaikelani  was also a daughter/hanai of Kaeha/Kamakaeha/Makaeha/Lydia/Liliuokalani/ Queen Liliuokalani.


Abigaila/Kapooloku/Kapoolohu/ Kapoholoku/ Poomaikelani/ Princess Poomaikelani's sister Queen Kapiolani was the hanai/adopted daughter of Kaluakini.  Kaluakini later married Abigaila/Kapooloku/Kapoolohu/ Kapoholoku/ Poomaikelani/ Princess Poomaikelani 's daughter Haili who had Elikapeka Kaluakini(siblings) who married Joseph Gora/Matsugoro and had John Gora (siblings) who married Mary Castro and had Amelia Gora (siblings).

There are many other family lines which is not listed here.  

The point is that the Royal Families exists, and we are part of the Royal Families defrauded by the Aliens, the usurpers who planned, Premeditated in a concerted effort to criminally assume lands, monies, minerals, water, etc. from the Royal Families by lies, fraud, deceit, conspiracies, pirating, identity theft, racketeering, etc.

It appears that the purpose of the frauds, identity theft of our Royal Families was to claim that the alii were no more/there were no heirs and successors and the aliens could assume all by appearing legal and passed laws claiming that the entity Territory turned State would be the recipient of all the alii lands.

Appears that there were also other avenues in assuming the interests of the Alii and all kanaka maoli/kanaka Hawaii maoli by the following:

1) lies, perpetuation of the frauds
2) conspiracies by two or more which cause injuries upon our kanaka maoli/kanaka Hawaii maoli.
3)  setting up illegal contracts, such as:
      a.  Hawaiian Homes -  those who signed would also be signing their interest over to the occupiers.
      b.  Prisoners would be allowed to leave early providing they signed their interest over to the occupiers.
4)  taxes by the occupiers.
5)  steady indoctrination that there were no more Kamehameha's, etc.
     a.  indoctrination includes false information in books.
     b.  indoctrination includes false information in the media, TV, radio, etc.
6)  steady lies that Hawaii has only Fee Simple when in reality Fee Simple is an American concept of land vs.  Monarchy Government Lands are Alodio to kanaka maoli/kanaka Hawaii maoli and Fee Simple, less than Alodio, 30 years only, 30 years lease, or Freehold to Aliens.

Please digest the attached article concerning the Scam at OHA. This is just the surface. Hewahewa’s Waimea Falls alone is larger than what is Public?

If we Hawaiian Nationals can not clean up the Office of Hawaiian Affairs we will never see our Hawaiian Nation Restored. And don’t give me the excuse (crap) that the Hawaiian Nation still exist for if it is why is only a “selected few” bearing ID’s of Native Hawaiian are well taken cared for at the Federal Trough while the majority of Hawaiian Nationals are just “to and fro” about with the majority being $200.00 away from being “Homeless in Their Homeland”?

"The final audit of the Office of Hawaiian Affairs (OHA) produced by the Office of the State Auditor makes one thing clear: It is time for the incumbent OHA trustees and Chief Executive Officer Kamana`opono Crabbe to step aside or be voted out.

Trustees Keli`i Akina and perhaps Leina`ala Ahu Isa should be spared the voters’ wrath because they only arrived recently, but the rest of the trustees and the CEO should take the hint and move on.

The audit’s findings, largely undisputed by OHA, were jaw-dropping. The trustees owe Native Hawaiian beneficiaries the highest duty under law — a fiduciary obligation. The trustees apparently have so little an understanding of this obligation that the audit recommended training for the trustees in the same.


Even after OHA had a chance to respond, the auditor still found it necessary to point out that OHA’s response was “silent on the core issue of the report: the trustees’ misunderstanding of their individual and collective fiduciary responsibilities to the beneficiaries of the trust.”


The trustees and the CEO have presided over an organization that spent 26 percent of its fiscal 2016 budget on staffing (not including overhead expenses and OHA’s limited liability corporations, or LLCs). Charity Navigator rates typical nonprofits a 10 out of 10 if they spend no more than 15 percent on administration (commonly called the “expense ratio”); 7.5 percent for grantmaking organizations like OHA. An organization with an expense ratio over 25 percent would score a 2.5. A grantmaking organization with OHA’s expense ratio would score a 0.


In 2015-2016, OHA spent nearly double on non-competitive, unbudgeted grants and CEO sponsorships ($14 million) than on competitive grants ($7.7 million). The issuance of these unbudgeted grants often violated OHA procedures or were made over the objections of OHA’s staff. It seems the trustees and the CEO were disbursing trust funds to people who happened to know the right person to ask, not people who had been vetted through a competitive process.


To top it off, all but two of the trustees seem to have been walking around handing out cash directly to beneficiaries. Since 1991, the trustees have received a cash payment at the start of the fiscal year that was supposed to be used for expenses. Today that amount is $22,000. Some trustees apparently commingled these funds with their personal funds. That is insane.


Appendix A to the audit, listing certain expenditures claimed by the trustees, is so ridiculous the auditor included sarcastic titles, such as “Being A Trustee Has Its Benefits.” As noted by a trustee anonymously paraphrased in the audit, there are serious ethical concerns with elected officials having the ability to use allowances for purposes of beneficence in which they garner personal goodwill from the electorate.


Reading Appendix A gives one the distinct impression the trustees were simply walking around handing out trust funds as if they were ali`i entitled to hand out such largesse. The trustees’ justification was that the money helped beneficiaries. When asked how they knew who beneficiaries were, 6 of the 9 trustees told the auditor that “they just know who is Hawaiian.” That only makes sense if you are only giving money to your cousins.


Perhaps the trustees and the CEO started with the best intentions, but the audit makes clear that it is time for a clean slate. No one is irreplaceable, and it is time to replace the trustees and the CEO.

What is good?

The fact that the Kamehameha's exists shows the good because we make up 2/3 of the Hawaiian
Government legally, realistically and we have the bloodlines and not the Identity thieves 'Territory of
Hawaii claiming to be the successors of the Kingdom of Hawaii' which was proclaimed to be the Territory
by a dishonest U.S. President McKinley who was assassinated/ died of gangrene even after U.S. President
Cleveland Gave Hawaii Back Twice to Queen Liliuokalani in 1893 and 1897.

There was no annexation, no treaty, no law but there was premeditation, piracy, pillaging, racketeering
by a bankrupt nation plundering upon a neutral, friendly, non-violent nation whose Sovereigns families/
Royal Families exists with research, evidence into the genealogies, history, and legal facts.

The Hawaii Nationals and the Usurpers Descendants have different takes on what happened and fail to
understand that the Royal Families exists, which also shows that a continued indoctrination of untruths
plague the thinking of many even today.

The facts of the matter is the Sovereigns an House of Nobles descendants make up the Hawaiian
Government and we exist.

All Views expressed about OHA/Office of Hawaiian Affairs mismanagement of assets given to them by
Identity thieves shows an ongoing corruption of the criminal claims by those who are Not the
successors of the Kingdom of Hawaii.

The problems lie in the perpetuation of Lies engaged in since the time of Sanford B. Dole who printed
an article claiming the "last of the Kamehameha's" in 1872.  

Retired University of Hawaii Professor documented that the  Alii/Royal Families are the answer.

Some fail to recognize the truth and we are the alodio/alodial land owners who have come to the
understand that we live among pirates and that our Judicial System, etc. must be brought back and
have an active Hawaiian Government in full operation.

Is OHA/Office of Hawaiian Affairs and those who conjured it up really a legal government or
a quasi entity based on Identity theft.  Is it a barbaric entity for failing to operate on rule of law,
or is it right for pirates to ride on the backs of our Royal Families?  

Hint:  The 1849/1850 Treaty of the Kingdom of Hawaii and the United States of America continues
because it is a permanent treaty of friendship and amity between Kamehameha III -
Kauikeaouli and his heirs and successors with U.S. President Zachary Taylor of the de jure
United States of America.

Who will take the stand and let the entity, identity thieves fiction, sham State of Hawaii with
their Office of Hewa Affairs/OHA/ Office of Hawaiian Affairs, et. als. know that they are committing
ongoing crimes against a neutral, friendly, non-violent nation?

We will because the Alii is the answer.

Kamehameha's had 19 Children, which includes those being researched.              
 Discussion:
So, the foreigners claimed that Lot Kamehameha/Kamehameha V was the "last of the Kamehameha's"
In 1874, Sanford B. Sanford B. Dole was one of the planners of taking over the King's/Queen's position or the Royal Families genealogies, lands, assets, resources since the 1870's.  
The other planners included Charles Reed Bishop, husband of Bernice Pauahi Bishop, who was a hanai sister/adopted sister of Lot Kamehameha/Kamehameha V, Ruth Keelikolani, et. als.  
Lot Kamehameha/Kamehameha V died in 1872.
Ruth Keelikolani died in 1883.  
 Ruth Keelikolani was also called "the last of the Kamehameha's" by the foreigners.  She died in 1883.
Ruth Keelikolani died in 1883 and it was claimed to have left all of her lands to Bernice Pauahi Bishop who was also claimed to be "the last of the Kamehameha's" by the foreigners, a lie that was promoted and perpetuated by treasonous, conspirators, pirates, pillagers named Sanford B. Dole, Charles Reed Bishop and Friends, et. als.

Kamehameha had a total of 19+ children.
Royal Families are Not subject to the laws.  Kamehameha's descendants/heirs existed and were living in Kamehameha's life time.

Mataio Kekuanaoa's first wife was to Kalehua (w) the mother of Paalua/Palua/Kapaalua.
Mataio Kekuanaoa had a total of five (5) marriages.
Mataio Kekuanaoa had a Probate disregarding the fact that he was a Permanent member of the House of Nobles, a Sovereign successor through his ancestor Kaumualii.
Mataio Kekuanaoa was part of the Royal Families who are not subject to the laws.
Mataio Kekuanaoa was made heir of a Kamehameha descendant Victoria Kamamalu, who was Kamehameha's grand daughter.
Mataio Kekuanaoa's heir was Lot Kamehameha/Kamehameha V, younger brother of step sister Ruth Keelikolani and hanai sister Bernice Pauahi /Bernice Pauahi Bishop.
Ruth Keelikolani left her interest to her hanai sister Bernice Pauahi/Bernice Pauahi Bishop.
Problematic Issues
1)  Lot Kamehameha/Kamehameha V, younger brother of step sister Ruth Keelikolani and hanai sister Bernice Pauahi /Bernice Pauahi Bishop were Not the "last of the Kamehameha's".
2)  Kamehameha had a total of 19+ children and the three - Lot Kamehameha/Kamehameha V, younger brother of step sister Ruth Keelikolani and hanai sister Bernice Pauahi /Bernice Pauahi Bishop were from  two (2) out of his 19+ children.
3)  All three (3) were Kamehameha's descendants with 16+ existing or their descendants/heirs existing.
4)  All three (3) were Kamehameha's descendants, part of the Royal Families who were Not subject to the laws, as with the 16+ other children.
5)  They were and remain beneficiaries, reciprocal beneficiaries of all of Kamehameha's lands which includes the Crown Lands, etc.
6)  It was the desire of the non Royal Families to assume the Kamehameha's lands since their arrival in the Hawaiian Islands.
7)  The foreigners who made up the third part of the Hawaiian Government, a temporary, voted in position called the House of Representatives who did conspire, premeditate, pirate, pillage lands, estates, trusts, etc. of the Royal Families and did belong to this entity which became the Provisional government with the assistance of the United States and the American Empire, not the United States of America.
8)  The foreigners moved on the genealogies, the history, and the legal activities to accommodate themselves but have been discovered through research the criminal undertakings with the intent to defraud, assume, pirate, pillage what is not theirs, does not belong with documented evidence, etc.
9)  The 1850 Treaty of the Hawaiian Kingdom and the United States of America, Article XIV is applied against all who have pirated, pillaged, against our Royal Families, which includes Kamehameha III - Kauikeaouli's heirs/descendants and successors which includes Kalaniopuu's, Kamehameha I's, and Kaumualii's children, step children, hanai children/adopted children, and including the House of Nobles permanent members descendants/heirs documented in articles posted for the Judicial Tribunal evidence, etc.
SUMMARY
The above shows the 19+ heirs of Kamehameha, his children whose descendants/heirs exists today including myself, one of Kamehameha's descendants/heirs from four (4) of his children and  two (2) of his hanai/adopted children.
All of the above is part of the genealogy, history, legal research which uncovers the treasons, criminal frauds, the mega frauds, pillaging, piracy(ies), racketeering, corruption engaged in by the Americans supported by a bankrupt, corrupt, deviant nation which wrongfully Plundered upon a neutral, friendly, non-violent nation and wrongfully utilized villainous characters to conspire against the true land owners, the true title owners who maintains the 1850 Treaty of the Hawaiian Kingdom and the United States of America, which recognizes the Constitution of the United States of America even today.
This evidence is also being used for the purposes of the Judicial Tribunal of the Hawaiian Kingdom, etc. and supports the reasons why it is Not O.K. to utilize our Families, our Nations funds for the use of Wars and wrongful Plundering Upon Innocents at our expense, etc.
