Muster/Mustering was used for Hawaii - 1892 and Spain, etc. - in 1898.  The Rules were posted in 1898:

 



The definition of Muster/Mustering follows:

  1. assemble (troops), especially for inspection or in preparation for battle.

SUMMARY

The above instructions were for volunteers.

Therefore, there were Mustering Rules for enlisted men also.

Mustering was used in preparation for missions set up against nations.

Muster/Mustering, etc. terms included:

- Mustering Officer(s)
- Mustering In
- Mustering Out
- Muster On
- Muster Rolls
- Muster Out

The volunteer was allowed to purchase the weaponry assigned in a Muster.

The above rules could be viewed as the methods used against the Hawaiian Kingdom, Spain, etc. in the past.

Mustering is applied in all conflicts.

Mustering is practiced even today.
