In the report, verbiage was used to emphasize and repeat the need for, and define the requisites thereof for the purpose in which to promote and permit, allow, and sustain, the sense of OPEN SPACE. And, for the preservation of special environmental "sensitive areas" within any Urban Growth Boundary. This policy- this intent, this protocol to set aside wildlife areas as open space, has been violated, breached, and dishonored.
As one who attended all the meetings- in 2007, the Rail Project and Transit Oriented Development were pitched and sold by theInterim Task Force on Smart Growth as a means and method to protect, preserve, and create MORE open space - and the development of rail itself, would automatically initiate, identify, and set forth a policy to protect and preserve and safeguard, the Open Space(s) remaining on the Ewa Plain within the Urban Core.
Nothing of the sort to protect Ewa's Open Space(s) and fragile pockets of rare environmental havens for endangered species has taken place-
The Honouliuli Stream and Kaloi Stream converge on the Ewa Plain (above Mango Tree Boulevard) within the Honouliuli Watershed/ Ahupua'a- and is a place teaming with wildlife.

It takes 300 acres just to sustain one pair of mating Barn Owls- of which gives researchers/environmentalists the idea of how much property is needed to promulgate any given endangered specie.
I have recorded a video taken last night that substantiates how just one pair of Barn Owls utilize every inch, and every blade/stitch of grass left standing on the 300 acres at UHWO left as open space. Take away the 300 acres of open space remaining at UHWO and all chances of Pueo coming back on the Ewa Plain- the opportunity to regain their numbers, the chance to be taken off the endangered species list, will be moot, lost forever.
