I am writing to inform you of our displeasure with this so called 106 consultation process with the Navy regarding the Hawaii- So. California training and testing report sent to your office dated Oct 4th, 2018.
WE DO NOT CONSIDER THIS A ACCURATE CONSULTAION PROCESS AT ALL. We would request that you do not apply a signature to this false reporting of a Federal mandated process conducted by the NAVY over the past few month and especially the last months meeting held island wide in September.
We have audio and visual records of these meeting to prove that this was another tragic farce purporting to be a 106 Consultation process with Native Hawaiian under the Historic Preservation Act…a part of the Federal Mandated EIS process required before federal monies may be used.
We have their own admission of refusal to properly document or record the conversations required as part of the official record necessary to protect all parties involved.
I am easily reach through the above addressing and ask that you contact us for deeper understanding. It may even be to you advantage to contact the parties listed on the consultation list and ask them directly if consultation really happened and if their “notes” correctly reflected the actual meetings.
Just like you, I am but a servant of the people. Thank you for you reading this letter. While I know you received these documents dated the 4thof October, know that we of the public only last week got a copy of the extremely diluted notes and three day later a copy of the completion letter sent to you from the Navy.

1st session, i was in the front row, my son behind in the second row and a third man who was dismissed for using his cell phone. As bailiff charles dismissed this man, she also told me and my son to leave, which we did.
2nd resume session, (Soong saying that i and my son, "the kekaualua could return).
i entered and this time sat in the back row, I was an onserver.
In the back row, all of a sudden, Mr Geal caught the three of us off guard in that back row and i had no idea what was about to happen, shocked and scared. Geal dropped me to the bench, then the floor and i quickly scooted back to the wall corner bench. GEAL stood his ground at the end of the row i was sitting and i was too scared. The 20-witnesses saw and chastised the bailif for the unreasonable, then embarrassed, he "clear the court", lock doors, Charles went behind to Soong and immediately approached four sherrif who took me from that corner, to the floor mid court galley, handcuffed, and my screams of fright and pain caused those that had cleared the court to break open the door where they all saw again the attack via sherrif. Hand cuffed on the floor, one kindly voice sheriff whispered "please calm weve got to get you outa here". i asked to be able to stand without their help cuz my left shoulder was severely injured in pain, which they did. I gave the sheriff a nod that i was steady, and was escorted to the holding cell. There, i was immediately released of cuffs, all four AND their boss apologized frofoundly sorry for the rumble, but they "had to follow orders of Soong". Withing five minutes it took to walk from the back of the courthouse in front, KPD had been called by the other witnesses, four vehicles and six officers. Report #1727203. Officer K Gregory.
I believe protocol includes a return followup letter, as the hospital bills xray mri and treatment, i am certainly not paying for. Please help me at the least pay the bills and get my injury back to near baseline.

I received your note from the 106 consultation meeting held islands wide in September. They were very much incomplete and out of line. The consultation process it for us to help you. Your notes reflect that you wanted only to see thru the eyes of the United State Navy as is clear in your reports. You need to reverse your glasses to see and absorb what is being presented to you.
I DO NOT ACCEPT THE NOTES FROM THE ISLAND WIDE 106 MEETING TO BE CONSULTATION AT AL. The entire time was taken up with trying to set the parameters of what would be consultation.If you had intended to make it from your vision only, then you should not have wasted or precious time.
You may not have consulted your handbook regarding 106 and the native Hawaiians. It clearly states that an archeologist report does not satifiy the mandate of consultation. With all that was presented..it was insulting that you would repeat the same notes for each island ....give your parameters...then cutting the meat out by saying that the participant continuously wanted to go out of the parameters. No kidding. By no means is you facilitation (madated by law) constitute consultation.
Furthermore, as part of this process...after notes are received, we have at least thirty days to comment or make changes to what is reported. But, as we suspected, you are not interested in the law or Native Hawaiian Consultation as already you've submitted a completion note to Dr. Alan Downer of the SHPD, dated Oct 4, 2018.
Clearly this type of work is beyond your personal capacity, especially in Hawaii. I am equally disappointed with Captain Kerry Abrams for letting you control this under his command.
As we had metioned early in our meeting regarding the records...it was for the protect of our rights and the protection of yourselves in the event of a legal dispute which I can see if going to reach that level. In case you had forgotten...We have recording both audio and visual.....place that next to you pultry notes...it clear you see who came with a clear intent on proper consultation.
Forgive me is this comes across a little harsh...it was meant to be...because it is our culture that you've purposely left out of this consultation process. You are forgetting...you came to us...,and I recall the remak made by captain Abrams saying that the handbook on Consultation is merely a handbook and not the law. Hope he is prepared to say that under oath.
