I met a Puerto Rican Red Cross volunteer worker the other day who has 25 years experience with the organization. He is on the frontlines delivering aid to people primarily in rural and mountain areas. He's an older fellow with nothing to lose, so he spoke candidly to me. He expressed his frustration with the haphazard process taking place by aid organizations, especially his and the FEMA process, in Puerto Rico. He's a veteran aid worker but has to take orders from young rookies with little aid experience coming from the states. These aid workers get a "sweet heart" deal: $1,000.00 in expenses per month, hotel accomodations, a car, etc. Their salaries are high, in the thousands and thousands of dollars. They are essentially on an exotic vacation! He said the Red Cross and FEMA hire some local workers but "most are flown in" from the states. He said a lot of expenses (the money that's supposed to come in to assist) are being "wasted" because Puertorriquenos here could be hired to do the same work for much less the cost... no need for hotel, car, perks, etc. He also noted that the distribution process for the aid is not coordinated well and essentially comical. He said aid is being distributed to the same people more than once, and that the large majority of residences (e.g., if there are 350 houses in a particular area) are not receiving assistance. Then what he described was stunning: he has witnessed many bodies bags being taken out of homes. What's inside of them is said to be what is not. He said the Red Cross instructs it's workers NOT to speak to the media! There are the typical spokespersons for organizations and the government who are shaping the news and convincing in saying an apple is an orange... sugar coating the news to look like things are just fine, when in fact people are needlessly dying. This speaks to the article below about the gov. (both US and PR) not wanting to determine hurricane related deaths and to the nurses report I sent out the other day about people being left to die. This incredibly seems to be a part of the "recovery" process here. Sick.

This does not seem to me to be such a difficult statistical puzzle to solve. What is the normal number of deaths during a time period of the same length as the number of days since the hurricane?
IOW, calculate the average number of deaths per day during the previous 12 months.
Then, calculate the average number of deaths per day since the hurricane.
What is the result?
