Let us review U.S. President McKinley who failed to follow U.S. President Cleveland's move to return Hawaii back to Queen Liliuokalani in 1893, 1894, and 1897.
McKinley apparently looked the other way and moved to develop a Territory for the Provisional government, turned Republic, then Territory of the United States under the American Empire, a second nation created during the McKinley administration. The contrived territory became the State of Hawaii disregarding oppositions by Kamehameha's descendants over time.

McKinley spent the winter substituting for a commissary sergeant who was ill, and in April 1862 he was promoted to that rank.
