Which evolved into reading a proposal and providing comments to the Department of Interior Administrative rules in preparation for U.S. President Obama's input.
Background
The relationship between two recognized nations were made in 1843, and through the Treaty of 1849/1850.
An earlier recognition of the Hawaiian Kingdom/Kingdom of Hawaii aka's as a Monarchy government was made in 1810 during the time of Kamehameha.

The government to government relationship spoken by the United States Department of Interior is the government of the usurpers, the treasonous persons and the United States and the American Empire governments which is no longer the United States of America.
Royal persons are Not subject to the laws, which also means the land owners existed in 1893 and exists today.
