to adopt any of Mike Lee's submitted comments into the
OEQC draft(s) for revamping Hawaii's Endangered Species
Law/EIS/FEIS/SEIS Protocols.
The Makakilo Kapolei Honokai Hale Neighborhood Board #34on January 24, 2018, took a unanimous position to supportSB570 to be scheduled for a hearing in your committee.
SB579, per the Rules of the Senate, listed your AEN Committee SENATOR GABBARD
as the lead, and thus, the scheduling of such bill, in your domain
to initiate a public hearing on the measure.
Please apprise all SENATOR GABBARD, when you are to schedule the hearing on SB570in advance, so the NB#34 can prepare its designate and that others maytestify.

It's called GRAFT in the other 49 states- but here- SUCH corruption and pay-offs are BUSINESS AS USUAL.

1. 1996- 1,300 ACRES- EWA PLAIN; OWNED BY DLNR. BIOLOGICAL SURVEY CONDUCTED BY INDEPENDENT SOURCE FOR HIRE (Kenneth Nagata) FOR THE STATE-
NO VESTED INTERESTS CONTAINED, OR PRESENT TO REPRESENT by Nagata- A TRUE ANALYSIS OF THE FLORA AND FAUNA WERE REPORTED by TRUE
SCIENTIST WITH NO VESTED INTERESTS OR HOLDINGS OF OR ON THE PROPERTY.
2. 2OO6- SAME PROPERTY GETS EIS; CONTAINS 500-ACRES OF WHICH SUCH PARCEL WAS TAKEN OUT OF DLNR TITLE, AND PUT INTO UH SYSTEMS.
3. 2006- EIS HIRE IS PBR HAWAII- PBR HAWAII PERFORMS SAME ACT TO CONDUCT A BIOLOGICAL SURVEY; DIFFERENCE IS, PBR CONDUCTED THE EIS WITH VESTED INTERESTS TO DEVELOP THE PROPERTY, FULLY- AS $$ COMING TO PBR HAWAII LATER TO DESIGN DEVELOPMENT SCHEMES FOR THE PROPERTY.
In 1996, how can it be, that the results
and findings of the UHWO property
Biological Survey included statements
of fact, that the site would serve
"as an excellent bird refuge."
Kenneth Nagata, 1996; Page 9.
And in 2006, the same exact property, via the FEIS, THE PROPERTY ALL OF A SUDDEN- IS CRAP- PER PBR HAWAII FOR ANY BIRD LIFE:
PBR Hawaii claims in its narrative and assessment of the property at UHWO- "No habitats exists of significance" to any endangered and threatened specie (excluding the Red Ilima.)
In 1996, Kenneth NAGATA, the honest one,HAD NO CONTRACTS PENDINGTO DEVELOP THE PROPERTY AT UHWO-THUS, NAGATA TOLD THE TRUTH ABOUTTHE PROPERTY BEING A VIBRANT,FORAGING GOLDMINE FOR SO MANY AVIAN SPECIES.
*PBR HAWAII HAD $$$ VESTED IN MAKING CERTAIN, NO DELAYS TO ANY DEVELOPMENT WOULD TAKE HOLD BY FALSIFYING THE HABITAT AT UHWO TO BE WORTHLESS TO ANY WILDLIFE OF SIGNIFICANCE TO THE STATE. Having to execute a Habitat Conservation Plan per HRS, would be a financial loss for PBR-hence,
PBR falsified the true bounty of the property being prime pueo habitat claiming NO PUEO WERE OBSERVED. Well, when you never look for Pueo at sunset and sunrise, as PBR failed to do, and only look for Pueo for a few hours on one day, you obviously won't find the PUEO- and that was PBR's mission- to not find anything of signifance, case closed.
PBR HAWAII CONCLUDED, ILLEGALLY, AND WRONGFUULY, WILL MALICE, OT FALSIFY THE FEIS SO $$$ WOULD FEED INTO ITS COFFERS.
Senator Gabbard, your refusal to schedule SB570 to address the corruption and harm being done to Hawaii's natural assets of concern - is disturbing.
Hear, pass SB570 to end the corruption.

ON TREE/ IN HB2629 PRESERVE-
UHWO RESPONDS BY TAKING DOWN TREE
HB2629 : Proposes 150-acres for habitat be preserved that is used by pueo at UHWO
June 1, 2017 : All 150-acres are in a pristine, pro pueo condition- pueo thriving; active
January 27, 2018 : UHWO Chancellor has destroyed, decimated, and erased 100-acres of the 150-acre proposed Habitat Conservation Preserve
Every tree, bush, plant, grass stem- anything called foliage, was removed on 100-acres and continues today.
January 27, 2018 : Only 50-acres of the PUEO HABITAT are left remaining.
By next month, or soon thereafter, the remaining 50-acres will be 100% cleared and defoliated.
Some trees are over 40-tears old, most are 10-20 years old as farming there ceased in 1994.
No matter the specie of tree, age, or health, or used by Pueo or not, or by other avian species protected by the Migratory
Species Act, all trees are being cut down and removed in the 150-acre Habitat Conservation Preserve.
