U.S. President Cleveland was a friend of Queen Liliuokalani and her Hawaiian subjects.
He recognized Hawaii as an independent nation, pulled the American Flag from Hawaii, etc.
He's on record as having given back Hawaii to Queen Liliuokalani.
U.S. President McKinley was censured for his actions against Hawaii.

Note:  Censure of President Cleveland was made after President McKinley was in place...........correction..............but, can one censure a President when he's no longer in office.................McKinley was totally illegal .............research incomplete.
